How do I attach a file to a project

I know files can be attached to an issue, but how do I attach a file to an entire project? this is because I need to share documents that must live at project level.

Hi, you can't. This isn't a function of JIRA. You're best storing these document somewhere else, e.g. a document management system and link it in.
