How do I work around user's global visibility for Jira Cloud Addons?

We are evaluating the Test Managament addon for Jira. We've discovered that once the addon is enabled for a project, all users, regardless of their role, or permissions, can see the contents of the addon.

We would like to limit that visibility. As we understand it this is not a limitation of the addon, but rather of Jira Cloud. Correct me if I'm wrong.

Has anyone worked around this issue yet?
