How should I make my custom field as a issue key or the primary key for an issue so as to avoid duplicates?

I have a single line text field "ABC-12345678" as my custom field (say, location ID) . I want to make it unique for my JIRA issue : "JTP-9834" so that when some other issue is getting created on this "location ID: ABC-12345678" it should not get created at all since it will be a duplicate.
