How to create notifification for transition in workflow?

Hi! I have question about transitions. 
I want create notification for next situation:

Preconditions:
User have task where he  is assignee. Task in open status (new). He wants start work (going in status In Progress).

But our rules allow have only 1 task in work at one time. I want configure Open-In Progress workflow transition in the following way:

1. When user press button Start Work he  must receives notification like "You already have an in progress task" if  he have other task in status "In progress" where he is assigner. After that transition  Start Work  must be canseled.  

How to create this rule and check in workflow? It is possible through using only standart configuration tools? 
If it isnt possible can you give advice about free plugins which can help conigure that? 
I find plugin Workflow Enhancer for JIRA but not sure that that can be right choice.

I think it not possible to do it using standard configuration tools or a free plugin but with paid plugin like JJUPIN , you could do it , it's so easy.

Or you can do it using java script , but it's a little complex and not recommended
