Install UPM

How can I install UPM on Windows 7 Machine?

I downloaded JAR file, don't know how to run/install it.

UPM was bundled with JIRA and if you would like to update to latest version, you may want to have a look into the update guide: https://confluence.atlassian.com/display/UPM/Updating+the+Universal+Plugin+Manager

Since you had download the jar file, you can place the jar file in your $home-directory/plugins/installed-plugins and restart. The method were specified here: https://confluence.atlassian.com/display/UPM/Updating+the+Universal+Plugin+Manager#UpdatingtheUniversalPluginManager-JIRA

Btw, UPM is embedded in most apps and you should be able to update it directly from the embedded version itself.
