Is there a way to add a delay in processing of rules

I have a rule which is triggered by create issue. The scenario is clone of a template story which has 10 subtasks.   The rules then look for specific subtask summaries and change them - 10 separate rules.  Trouble is it seems the rules get run in parallel as soon as the issue is created and before the cloning has completed. Occasionally, the last sub task is not changed i.e. the rules didn't find/match it.  Seems we need a little delay at the start to let clone finish?  

Would a Wait(x sec) action be possible?
