It's all done by the jira-administrators permission atm. Feel free to create an enhancement request for this to use some other group, but it would really only make sense if that were the system-admins group.
If that were the case only sysadmins would be able to use all the functionality, as pretty much every workflow function or whatever allows code to be run where it's possible to escalate the current user's privileges.
So far you are the odd duck but if it had traction I might implement it.
