Is there a way to get InProduct Translations installed on Jira Version 7.13?

When I try to add the Jar file the file never uploads.  The site says only compatible with up to 7.9 But I know it works on another one of my servers but it was added before we upgraded to version 7.13.

 

Is there a way to manually upload Jar files to get around this?
