IssueSYNC plugin | Transfer license | Jira Cloud

Dear support,

we'd like to understand if there is the possibility to purchase with our account a license of IssueSYNC plugin for Jira Cloud without actually subscribing to Atlassian Cloud (therefore installing it on a Jira Cloud installation of which we are not owners).

More clear summary of what we are trying to achieve: purchasing with account A the plugin IssueSYNC for Jira Cloud and then install it on a Cloud site associated with account B.
