Jira add-on enabling for specific users JIRA software cloud based

We need lots of JIRA add-on like Jekins, Xray and Gitlab. We have more than 100 users. It's too expensive for all users to use them. How can only specific users of group to use the features?

at the moment this is not possible, as all addons will work the same way : they are based on the Jira user tier and cannot be tied to specific people or groups.

The only way would be to create differents sites on your Cloud organizations, but I don't think it's a good idea as it will reduce cooperation between projects.
