OnDemand vs. local installation

I m a bit confused as we re actually migrating form ondemand to inhouse installation and we used the timesheet plugin regularly.

Is it correct that in OnDemand the plugin was included for free and for download version we have to buy it? It s no matter of costs as the price seems to me to be very fair, but i want just to be sure that we re going to use the same plugin in order to provide the user their common platform...
