So we created a new user, and come to find he has "invalid worklogs" and when clicking to submit a timesheet, he has no reviewers from the dropdown that appears. What step am I missing in creating his account?

Might I suggest that you add this new user to a team. The reviewer is the person who has the "Approve Timesheet" permission in a team. To have a reviewer you need to be a part of a team.
You can also check why a worklog is invalid by using the Worklog Validator (admin rights needed). The worklog validator is in the Add-on Administration page in the Tempo section. You choose the user and the issue that reports "worklogs invalid" and the validator checks why it's invalid.
