Parameters are not being updated

I'm not sure about this, how am I suppose to state parameters for users? Because I can't find this parameters once I state it in a page, do I need to add the workflow to the space as such in the Space Tools ---> Workflows or with stating one in a page is enough? 

In space tools, the only ones that appear are Editor in Staff and Reviewers, where can I see the parameters of my page to assign users to them?
