Parent Link not able to be set in Issue View on lower than Epic

We have a project's screens set to display the Parent Link field. The Parent Link field is in the Field Configuration Scheme for the project, but the Parent Link is not displayed and able to be set in issues on the issue view screen. I use Find My Field and it shows all conditions met to be displayed and in Issue Layout, it's not hidden.  Is this expected behavior that the Parent Link field won't be displayed unless a value is set previously on the Backlog screen or Roadmap?

Parent link is only available to use in the premium plan, as part of the Advanced Roadmaps. If you are using a standard plan, then you will not be able to use it.
