Prevent users from seeing each other's time with Tempo

I don't want users to see each others times. Seems like I was able to set Tempo and no reports or widgets show it but regular JIRA's Activity stream still shows all the activity.

How do I prevent this from being visible? I changed dashboard but users still can go, modify dashboard and add Activity and see times. Any way to stop it?

You will probably need the Field Security plugin for JIRA to stop users from seeing this data in JIRA in general. Tempo can only hide it from Tempo views. The activity stream is not under control of Tempo.
