'Add Folder' option is missing for Test Cycle

I am trying to add a folder to a created test cycle. As per the documentation, there should be a 'Add Folder' option when user clicks on the tool icon for any created cycle. Some reason it is missing. Any idea? 

We have a Zephyr for Jira version 3.6
