Are you able to setup a read-only user to be able to view the Agile Board?

We want a user to be able to add to the product backlog and view out Kanban board, but we don't want the user to modifiy the states of any of the tasks on the board.

in the permission scheme area of the admin module, you'll find 'create issue' and 'edit issue.' the users you describe above should not belong to the group who can move issues along but should belong to a group that can create issues.

The real problem was the user was in the wrong group, but your explanation lead me down the correct path.
