Buying Plugins

Hello Atlassian,

Is it possible to buy a plugin only for a limited number of users?

So when JIRA Software has 100 users/agents, the plugin only can be used by 10 users. 

I would like to know if this is possible because then I don't need a subscription for 100 users for a plugin.

Your add-on tier needs to match the number of users licensed on your JIRA instance. This is the case for all Marketplace add-ons licensed through Atlassian.

Do you know if there is a possibility to split your JIRA server were I will deploying the plugin.

For example is it possible to use a plugin only for 1 project?
