Can I stop Tempo Timesheet email for specific users?

Is there a way to stop Tempo emails for specific users who do not log time in Tempo but need JIRA access, specifically the weekly "don't forget to submit your time" email? 

Example:  Our CIO.

Hi Allan

Since Tempo 7.8. all users that have the tempo-time-tracking permission and have a required workload will receive emails from the scheduler.
As a workaround, you can create a workload scheme with a requirement of 0 hours for every day and set the users that should not get emails into this scheme. They will then only receive emails when they log time in the period the scheduler is checking.
