Can we set minimum timesheet hours in TEMPO for each person both daily and weekly

I know there is USER PREFERENCES that can be used to set the daily minimum timesheet. But I am wondering how do we do following setting:

1. Daily - minimum timesheet 7 hours per person

2. Weekly - minimum timesheet 45 hours per person

Is there a way that we can restrict that user can not enter more than say 8 hours a day? Regards, Aamer
