Cannot find the Setup.exe to install the Add-in in Outlook for Outlook2Jira Plugin

I am unable to download or find the setup.exe to install the Outlook installation of Add-in. I have downloaded the evaluation version of Outlook2Jira plugin, but the Outlook end looks incomplete.

As John mentioned, the setup.exe is included in every ZIP file downloadable from http://plugins.extern.catworkx.de/display/O2J/Downloads

I've just been checking the plugin developer's page and it seems you can download the setup.exe file from there: http://plugins.extern.catworkx.de/display/O2J/Downloads

I just downloaded the file myself and you will find the setup.exe file for your version of Outlook in the file named "outlook2jira_1.3.2.zip" on the above linked page.
