Creating manual report in jira

Hi,
Can anyone please let me know if i can create a manual report in jira like below and manually modify it directly like in excel?
Below is an example of the report i need.
Can anyone please let me know a worksheet like above is possible and how can i acheive this? All the contents to be edited manually and i dont want it to fetch from any project or issues.

I suppose you could do an issue search. Then select the columns you want to display and then select export to take it to excel.
