Drag and Drop Plugin 3.1.2 not working on Chrome

I'm trying to use the Drag and Drop plugin on Chrome Version 33.0.1750.154 m, which is the latest version, and it does not work. When I drag an attachment over the box, the mouse displays a black circle with a line through it indicating you cannot drop it there. Are there settings in Chrome I need to update or is this a bug with the plugin?
