I am the admin on the site and the project the test case was created in. I can see the delete functionality on issues, bug, features but not in the Test Case area.

I was wondering this same thing. The only thing I found to delete a test is to view the test on the planning board (there is a link within the test to get there easily). Click on the test from your backlog so the details appear on the right. Select the cog drop down arrow in the top right corner of the details section, you get an option to delete it. If there is an easier way to do it right from the test I would like to know as well.
Looks like if you change the view to list and then you can select the gear and one of the options is delete.
You can also bulk delete by selecting the gear next to view which is the bulk change and select "All X issues" and then walk through the process and delete.

1. Right Click on the Testcase which you want to delete in Active Sprint window, you will have an option to delete.
