How to link to an anchor in another tab {card} on same page?

I am trying to link from inside a table cell to a cell in another table in a different tab {card} on the same page. Below is the markup code but it doesn't work. Clicking the link does nothing? What is wrong?

Similar but I am still learning Confluence. The user macro suggestion may work for my situation too but I am not skilled enough to write such a macro.
