I need to configure permissions in a way that a user that is not a system administrator can't get access to the Folio plugin. Is this possible, anyone can help me?

Here are how the permissions work in FOLIO.
The portfolio can be viewed by anyone who can see the filter that defines the scope of the portfolio.
The filter can be a found in the Configuration screen of your portfolio under the "Scope" tab.
From there you will be able to click on the "Edit Filter" link and share the filter.
Note: Only the owner of a saved JIRA filter can change the shares of a filter so the "Edit link" will only be visible if you are the filter owner. (This is a JIRA constraint)
The portfolio can be edited by the Owner of the portfolio only.
