Is it possible to set KRs as an Objective for a lower level team?

It looks like KRs cannot be turned into Objectives for lower level teams – they have to be set up as their own objectives thereby leaving either duplication with KRs or making higher level objectives appear as if they don’t have KRs

From our experience, directly turning KRs into someone else's objectives is too simplistic an approach to accommodate real life use cases.

e.g. by turning a department head's KR into a subordinate's objective - who is actually responsible for achieving that KR (or shall we call that an objective)? If the answer is subordinate, then how do you measure success of the department head. And if the answer is department head, then why does it need to be assigned to the subordinate & so on.
