Is there a way to disable or only allow certain users to features in Script Runner?

For example, Can I let group A create scripted fields but not let them use or see script runner? Has anyone had to do this or am I the odd duck?

It's all done by the jira-administrators permission atm. Feel free to create an enhancement request for this to use some other group, but it would really only make sense if that were the system-admins group.

If that were the case only sysadmins would be able to use all the functionality, as pretty much every workflow function or whatever allows code to be run where it's possible to escalate the current user's privileges.

So far you are the odd duck but if it had traction I might implement it.
