Licence install for Add On: $0 total for cost requires credit card details (community license)

1. Add on for "Default Values for Create Issue screen" needs the license following a trial period.
2. Manage Add ons -> Install License
3. Cost is $0
4. Check out -> Contact Info -> Payment Info
5. Cannot click next to complete the order without entering credit card info
6. Screenshot below, note Review Order is greyed out until credit card details entered
