The site says that the installation version for 10 users costs $ 10 one time. When purchasing but says that 12 months. How is it ultimately? Once and for all, or for 12 months?

Most Atlassian products have a 10 user licence which is $10 and this covers you for the first year of support. There is then a further licence to pay for each years support after that, which also includes version upgrades. But you are not compelled to take the support option if you do not wish.
