Is there a way to lock down Boards in Jira Cloud?

I am looking to have a way to lock down the ability to create a board and wondered if that could be accomplished in Jira Cloud with the roles?

so there is a way to remove admins from one board but not others?

Sure, just go to Board settings for each board, then General. 
Then change out the Administrator

Stop admins from creating certain boards. We want a default board no one can modify by adding columns or statuses to and we want to be able to lock down the ability to add a scrum or kanban board so they can not flip flop between the two project types

Well, you can remove everyone else as a board admin for the default board. But you will not be able to prevent other admins from creating additional boards in certain circumstances. You could turn off creating ALL boards. But you can't pick and choose. 

Sounds like more of an education situation and buy in from leadership to get renegades to stop.
