Is there a way in Jira cloud to extract the above info without using issue function subtaskof and parentof. I am unable to use these since I don't have script runner licence.

Unfortunately, using vanilla JQL, you’ll not be able to do it dynamically.
In the app where my team works, JQL Search Extensions for Jira, you can use this query to find all the sub-tasks that are not done but their parents are:
issue in subtasksOfParentsInQuery("status = done") AND status != Done
