We must transfer a Jira project to our own new Jira instance. At the moment this project is hosted on the Jira instance of a partner from us.
Since our partner has many Jira projects from different customers, the export must be a file containing only our data!
In a fist test, I released that this seems not to be possible?
I selected only one project, and no export of users/groups.
But the export file is containing issues from all projects and all our users from the AD are exported as well!
So is this more the filter for what should be imported later?
Not what will be exported?

I can confirm that to export options specified on the export screen only control how the configuration is exported in the config.xml file and can also confirm that you can only choose to export all users or no users currently.
Please note that Project Configurator uses the built-in data import and export functionality which means that we are unable to control the data is wrote out in the entities.xml and activeobjects.xml files as these are exported from Jira.
The reason for this is to ensure that the required data is exported for the built-in data import functionality provided by Jira which Project Configurator uses to import in the issue data.
This means that if you do not wish to export this data in the complete project export file then we would advise taking a configuration only export which will only export the options specified on the export screen and then to import just the configuration into the new instance before using a CSV import to import the issue data into the project.

Thanks for your detailed explanation.
It makes sense that it is the way you described.
I was hoping this tool would give me some additional features in regard of data privacy.
You mentioned "you can only choose to export all users or no users".
But as you explained, you can not control the data stored in the data.zip.
All our users from the active directory are exported and visible in the data zip file.
So this is also an import setting and not export.

Thank you for your response.
I can confirm that as mentioned the options to export users only control the users that get exported in the configuration exports for where users who are referenced inside of configuration objects such as project roles or workflows.
This means that upon import that we can only skip the users exported in the configuration export file as the users in the data.zip file are exported by the built in Jira data import and export functionality which Project Configurator uses which means that we cannot change what is included inside this data export.
