From what I've understood of your request, you're willing to remove or add new Request Participants whenever you have an issue being created. Is this correct?
If it is, you can use something similar to the rule below to remove all the Request Participants whenever an issue is created:

Unfortunately, we don't currently support this kind of operation at the moment. But we have a feature request to track the implementation of this feature (https://codebarrel.atlassian.net/browse/AUT-274).
It might be some time until we got to work on this due to some higher priority tasks on our backlog.
