You need to explain this more.  What exactly is wes-9.0, what is it for?  Where did you find it?

Um, log into your Jira as an admin, go to Admin -> Issues -> Workflows, and create a new workflow to play with (or copy one, or play with an inactive one)

Not sure what this has to do with your "wes" thing.
