Tempo Plug in. How is it locking periods?

We have the Tempo timesheets plug in.  On the first of each month, it locks our timesheets.  This is visible and can be changed in Period management.

The schedular is not enable.  It is not running.

I want to stop this and close the period manually.  I have read the docs and cannot find where this is governed.
