Here is what we see in documents directory
7837466233004001446_??????????????????????????.rtf
Such files downloaded (Chromium, Ubuntu 12.10 x64) without real file names. we see only extensions.
Jira runs on AltLinux P6 x64
Is there any chance for us to use utf-8 characters?

This issue is fixed in version 1.1.2, which was released on February 8, 2013.
The name of the files from the internal plugin storage (the "documentsaddon" folder located in JIRA's attachment folder) no longer contain the original name of the file. These files have now a unique name automatically generated.

You could try changing the encoding of your filenames using a command as convmv.
However Jira/Confluence can "lost" the connection with this attachments. so a reindex may be needed.
I recommend this approach with just one attachment for test purposes;
