Unable to enable developer mode in Jira to install Trello sync with Jira

We used Jira cloud. I am an admin, but I have been unable to install the plugin. Support says I should see a pop-up when I click settings so I can enable the developer mode, but I see nothing. I looked in my Ublock app and it does not show I have pop-ups blocked. Any ideas?

Had the same problem and I guess you found the answer until now. But I'll post it for whoever finds themselves in this situation:

Click on Settings (wheel on bottom-left) -> Apps (in Jira Settings section) -> Manage Apps, then click on "Settings" link in the page. You should have the enabling checkbox in the popup.
