Why is "Cannot start until linked issue finishes" not calculating the successor date correctly?

Sometimes it works after the predecessor date changes but not always. 

Also have tried other link types with similar results.

I am using the links to control when an issue starts based on it's predecessors (like in MS Project).

This is an important part of our evaluation.

Any suggestions?
