Xray user group restriction

We have recently started exploring Xray for our Test case Management. We have a total of 1K+ users on our Org JIRA, but we want the app to be utilised by only 50 QAs. Is there any way in which I can restrict the Xray app usage to a particular JIRA project. Will be keeping the company-managed JIRA project as private and only added members would be able to utilise the app.

Can someone respond to whether it's possibly to select which users have a license rather than assuming all do?
