This is currently a know issue that Zephyr is trying to fix, the cause is a Jira API that was modified which inadvertently broke Zephyr functionality.

With your instance URL and Zephyr will get in touch with Atlassian to fix this for your instance.
@Lavanya Maddu - Zephyr team has fixed this issue on 24th November,2019 which is an impact of Jira deprecated api. Please check and revert if any further issues.

Contacted smartbear via support ticket.
They have asked us to enable the ADG UI.
Its a new Ui now. and I was able to add/edit test steps.
