conditioning notifications emails wiht a custom field

dear all

i need to sent a group of different emails to different peoples validating a custom field with only 1 transition. exmaple:

custom field: applications

Value of custom field: windows user, email

notifications: to windows admin - to email admin (those are different people)

we want to use jira to create new users with all corporate applications (for this case WindowsUser, email)

is it possible, there is a plugin or addon to do it (without manual codifying)
