This is a legacy plug-in and it probably doesn't work on later versions. There is a plugin which should be a repacement for it for newer versions - Issue Move Enhancer Plugin - https://marketplace.atlassian.com/plugins/com.alkaes.jira.plugins.palm-move-pluginBut it seems to support JIRA 5.1.x only.
