working with jira ondemand

Is there a way to install or use zephr installed locally and still integrate without ondemand jira, bitbucket, etc...

You sure can. It uses the same integration as the Enterprise Edition, and can connected to JIRA On-Demand or On-Premise instances. This functionality isn't limited at all!

Zephyr has three different products which manage testing processes.

1. Zephyr for JIRA: Manages Testcases Inside JIRA On-Premise only. It is not available On-Demand.

2. Zephyr Enterprise Edition: A fully featured Testcase Management tool with its own database. It is deployed either On-Premise or in it's own SaaS instances provided by Zephyr. This integrates well with JIRA.

3. Zephyr Community Edition: A free light version of the Zephyr Enterprise Edition. This is only available on your own On-Premise installation.
