It depends on some factors, like if the database is on a separate server, but by default the parallelism is configured to be equal to the amount of cores available to the JVM.
Other factors worth considering is how you use JIRA and Insight.
Regarding Insight, you need to take into consideration how heavily you are using features like imports, moving objects, automation and post functions. If you are using those parts heavily, increasing the Insight parallelism will increase the performance of Insight.
But that could also comes at the cost of that JIRA might be a bit slower, as Insight gets more resources. So then the question is at the same time, how you are using JIRA, and you need to find a good balance for your instance. I would recommend to do some minor changes, incremental and see what kind of effect that has, to try and fine tune your instance.
