Some of my users cannot use the @ mention capabilities

e.g. <user_name> cannot use @ mentions, but almost everyone else can. <other_user_name> said that it didn't work for her at first, but now it is.

<user_name> tested in FF14, IE9 and recent Chrome. I watched her, and it didn't work.

* She can manually use the ~user mention, but the using @user doesn't resolve to the correct macro or give her the flyover menu

Is there a permission that needs to be applied to have mentions work?

If this is JIRA OnDemand, you might want to check if this particular user has the global permission 'Browse Users'.

If this is Confluence OnDemand, there is a known issue which may be the cause of this problem - https://confluence.atlassian.com/display/ONDEMANDKB/Existing+Users+do+not+Appear+in+Confluence+People+Directory,+Team+Calendars,+Share+Feature+and+Watchers+List.
