Help with the solution of this issue;

The possibility of limiting the reassignment of requests within the project, between departments and so on.
Division A so that it cannot reassign the task to Division B only by assignment to a superior one i.e. chief of service.

Service A - Service B through the Head of the Office, and so on.

And a separate specific category of persons who has full access to reassignment to anyone.

Помогите с решением данного вопроса;

Возможность ограничения переназначения запросов внутри проекта, между службами отделами и тд.
Отдел А чтобы не мог переназначать задачу на отдел Б только посредством назначения на вышестоящего т.е. начальника службы.

Служба А - Служба Б через начальника Управления и тд.

И отдельная определенная категория лиц, которая имеет полный доступ на переназначения на кого угодно.
