Too many redirects when Administering add on

Using JIRA Server v7.9.0

 

When attempting to configure or open links (Auto Update Configuration / Language Configuration / OTJ Client) to administer OTJ, the response is "To many redirects" on Chrome (current version).

I've cleared the cache and cookies and tried the same in Edge and IE with similar responses.
