Use Common Transition does not appear in workflow edit screen

Im trying to add 1 step to the existing workflow, a step called Move to Prod. The transition called Resolve issue should go from Move to Prod to Resolved but I dont see the use common transition button. Only New and Clone

You have to target an existing step for that option to show up.
