What does 'connect.install.error.locked' error code means?

I've a problem with addon installation in Jira using UPM REST API.

I've a test which programmically installs an addon by UPM REST API but sometimes I get the following error code: 'connect.install.error.locked' what exaclly mean this error?


Do you have any page that describes UPM error codes as above?
